Unnecessary reset of wireless-regdom
Description:
When I recently upgraded to wireless-regdb 2024.01.23-1 I noticed that my /etc/conf.d/wireless-regdom was reset, and my old saved into wireless-regdom.pacsave. This seems completely unnecessary as there are no changes to the config, diffing the files there are no lines that had changed, except for where I had set my regdom. In my case with a weird WiFi card it killed my connection so I noticed, but I would guess most people will just silently not have their regdom set anymore after upgrade. I also didn't get any notifications that it would reset my config.

Steps to reproduce:
Upgrade to wireless-regdb 2024.01.23-1 and your /etc/conf.d/wireless-regdom will be reset and old save into /etc/conf.d/wireless-regdom.pacsave
