Update to ZLS 0.11.0

Daurnimator requested to merge zig-0.11 into main

This relies on zig 0.11 and uses the brand new zig packaging system.

This is my first attempt at trying to use the zig packaging system in an ArchLinux package. The zls build.zig.zon file was converted into sources and the hashes used in prepare() to fool the zig package caching system.
