change: link bug reporting guidlines and advertise the arch testing team

This changes the issue template so that people are aware how how bug reporting should be done (i.e. dont report OOD packages as bugs etc.) and also advertises the Arch Testing Team so we get more bug reports upfront and less bugs in the stable repos 😊
