Switch to VM runners

Just like archlinux/archiso> (archiso#161 (closed)), archlinux/releng> should switch to VM runners to improve the CI build speed.

The only difference should be that this needs to use a secure runner for the master branch, schedules and tags. And artifacts should be produced if OUTPUT_ARTIFACTS is not 0.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
