PGPSIG is (currently) an optional field in desc files

The current implementation of repod requires %PGPSIG% to be populated. However, this is not necessarily set, as it depends on whether someone has created a signature file and this has been present while running repo-add.

The repod implementation should therefore not enforce this behavior.
