Implement symlink handling of sync dbs and create them in their respective target package repository directory

The creation of sync databases using repod-file is currently still very rudimentary. We need to implement the creation of the required symlinks (i.e. repo.db -> repo.db.tar.gz) and automatically create the sync databases in their respective package repository directories.
