Mirror definition - Proposal for new mirror administration routines and mirror requirements

Before this proposal, there were a lack of requirements and definition of what a mirror is within the Arch Linux community. This RFC therefore outlines the requirements, definitions and guidelines surrounding both becoming but also maintaining and decommissioning a mirror.
