Render high-level documentation

We have a lot of high level documentation in this project (e.g. design documentation) and it gets harder to find them. While it is possible to browse the files in rendered form here on GitLab, it would be nice to render them for https://signstar.archlinux.page as well (as that is where we make the most recent Rust documentation available as well).

A solution to this could be an mdbook setup which renders all specs plus gluing them with some additional prose.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
