Create client-side tool to prepare payload and request signature

    To interact with the executable outlined in #34, we require client-side tooling that is able to assemble a necessary payload (#41 (closed)) and request a signature for it over SSH.

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
