Strip the package name

Currently the summary is i.e. "[namcap] lowercase maintainer comment", but since its in the namcap repo afterwards having the "[namcap]" is kinda superflous.
We should therefore strip it when creating the issue on gitlab.
Link items together to show that they're related or that one is blocking others.
