Fix warning for OFL license

The OFL license is included in dozens of [community] packages and qualifies as a standard license. Like BSD/MIT and a few others it is a special case and still requires that the license file be packaged because of copyright holder and reserved font name clauses that are unique to each project.

A tracking issue was opened on Flyspray in 2016, and I subsequently pushed for this on in IRC or on lists in 2020. At that point there were some developers than agreed and I went ahead and documented this in the Wiki where it has been canonical for several years. I can't remember who, but somebody said they would look into fixing namcap, but it never happened. Now that I gave access to at least open an MR, I figure it's time to get this properly fixed so we can stop ignoring this particular warning.
