Add the missing man pages as well as the missing utils from the README

Hi,

This MR adds the missing man pages for the paclist, paclog-pkglist, pacscripts, pacsearch and rankmirrors utils (fixes #17 (closed)) as well a short description for the pacsort and the pactree utils in the README (which were missing).

I can make changes if needed :)
