Change from static lib (libmilter.a) to shared (libmilter.so)

Edmund Lodewijks requested to merge dev-shared-libs-instead-of-static-libs into main

This now lets libmilter build a libmilter.so file, and no longer a libmilter.a file.

The PKGBUILD does have instructions on how to (also) build a libmilter.a file.
