gitlab: Disable built-in monitoring

I caused a few conflicts, please rebase and resolve the conflicts.

We should also use WireGuard for this as monitoring->dashboards does (a9ee7e5d) and we shouldn't use the same credentials.

We're dropping the remote_write stuff for now are just disabling all the built-in monitoring. Sorry for it taking so long for this MR to get merged.
