add rewrite role to keep mailman2 list links working

The idea of this branch is to create the following type of redirects:
https://lists.archlinux.org/listinfo/pacman-dev/ https://lists.archlinux.org/mailman3/lists/pacman-dev.lists.archlinux.org/

This fixes the old mailman2 style links used i.e. here: https://archlinux.org/pacman/#_mailing_list

@gromit so 11 months has passed and I have heard zero complains? Do you think we should merge this?

The link is still broken and the MR would most likely still fix it, but yeah it is most likely not important if nobody complained

This MR has been open for nearly 2 years (~1 year and 10,5 months) and no one has complained, co closing.
