Add release pipeline

Extend the gitlab-ci integration to also run tests against system provided packages. Add job to publish to pypi.org. Add metadata to pyproject.toml Split out regular expression tests (they are not required for coverage, but they still need to be run in CI!).

Note: CI will only pass after #69 (closed) is resolved.
