For proxy/fastcgi/uwsgi blocks, logging is still set to the old format,
but for everything else (= static data) a reduced format is used that
excludes items that no longer make sense (request_time, remote_user) and
those that are personal information all the time (remote_addr, http_x_forwarded_for).

We are expanding these from variables, but PHP syntax complained about missing quotes.

roles/archwiki: Make the pacman captcha string a variable that can be easily updated, when pacman version changes.

Since we use pacman version to base our captcha (FunnyQuestions) string, we need an easy way to update it.

Currently needs custom versions of quassel (for oidentd-strict) and
oidentd (for forwarding).

Expect quassel to switch to forwarding as well once their identserver
implementation lands.
